Sports Betting and Online Gambling Are Finally Legal in Virginia?

The final date to sign the bill is today, March 26. The person who holds the future of online gambling of the state of Virginia is Gov. Ralph Northam.

What’s happening inside Virginia’s casino expansion bill?

  • The expansion bill SB 1126 allows single casino licenses per city, provided by the Virginia Lottery Board, should the cities meet the following criteria:
  • The unemployment rates should be at least 5%  in November 2017 (or 4% if the city location is next to a state that already has adopted a Border Region Retail Tourism Development District Act)
  • Poverty rate must have been at least 20% in 2016
  • Population decrease rate from 1990 to 2016 must have been at least 4%
  • At least 40% of the total land area must be exempt from local real property taxation

The state of Virginia requires each casino to have the support of the local community. Each casino proposal must pass a local referendum, adopted no later than January 1, 2021.

Sports Betting & Online Gambling

The following bill contains multiple mechanisms for legalizing online gambling and sports betting.

Quote from the bill:

“Casino gaming” means baccarat, blackjack, twenty-one, poker, craps, dice, slot machines, sports betting, roulette wheels, Klondike tables, punchboards, faro layouts, keno layouts, numbers tickets, push cards, jar tickets, pull tabs, online gaming, and any other activity that is authorized by the Board as a wagering game or device under Chapter 41 (§ 58.1-4100 et seq.).”
